15-years ago, any Arabic Bilingual individual could have interpreted to a friend or a family member. Is that ethical, the short answer is No. Not only that that individual in most probable cases not qualified to act as an interpreter, but that person will probably be biased and impartial as well. People think or have the misconception that if they speak two languages, and since they are bilingual that means they can act as an interpreter. The reality of things could not be further away from the truth. An Arabic <> English bilingual individuals sometimes think that they can act as an interpreter or take over the role of an interpreter. Things are not that simple, an Arabic Interpreter, must go through vigorous training, have to have ethics classes, have to get certified, have to know and understand how to address the individual or respondent he or she is going to be interpreting for. It is not just as easy as listening to English as a source language and pushing it out in the Arabic/target language or any other language for that matter. An Arabic Interpreter has an understanding, the court etiquette, how to deal with things, how to address a judge, a prosecutor, a defense attorney, when to speak or interpret from Arabic <> English or vice versa. A certified Arabic Interpreter (CAI) is considered an officer of the court. An Arabic Interpreter must have full knowledge of the Arabic Language and background culture depending on which Middle Eastern country he is dealing with.
When we have an Arabic Interpreter working on a case that requires a Security Clearance. Interpreters not only deal with translation and interpretation from English to Arabic or vice versa, but a Linguist does provide valuable intelligence about criminal and terrorist cases since they are native and understand the culture, the different Colloquial Arabic Dialects (CAD), and what a word does or does not exactly mean. An Arabic Interpreter when they analyze security reports, could potentially prevent a devastating terrorist attack on American soil and achieve the ultimate and Nobel goal of saving American lives. A Cleared or Security Cleared Arabic (SCA) Interpreter or Arabic Linguist with a TS or TS/SCI level clearance, while translating or interpreting, he or she can be an analyst, be able to identify and prevent foreign intelligence threats, prevent a cyber-attack, espionage cases, stop a cybercrime before it devastates U.S. businesses or government entities. Help in preventing human trafficking.
Of course, add to that the normal work they do in the process, such as immigration cases, criminal, state, or federal court interpreting. In some cases, the United States would grant an immigrant visa to someone who has malicious or adversarial intentions, wanting to harm the United States, or its interests around the globe, just for the simple reason, that the U.S. is a capitalist society, or that the United States supports Israel. The list is endless, such people and in most cases get arrested early on and such individuals end up taking plenty of innocent American lives in the process if they are not caught on time. A good Arabic Interpreter, who is also an Analyst, can find the interacts of things, analyze a tape, a recorded message, a taped message, or a text message that is in Arabic, and can decipher the meaning is several ways, providing in the process plenty of National Security Information (NSI) that can assist and help in preventing attacks not only on U.S soil but in some cases on foreign lands, allies of the United States. A good Arabic Interpreter or an Arabic Analyst Interpreter (AAI) provides cultural expertise relating to numerous matters.
